Gunmen have killed at least 26 tourists in a resort town in Indian-controlled Kashmir. Police say 17 others were injured, some critically. Prime Minister Narendra Modi has vowed to bring the attackers to justice. Rebels in the Muslim-majority region have been waging a decades-long insurgency.
