Former deputy NATO chief: Chinese build-up, not treaty expiration, driving proliferation considerations
In the wake of the New START treaty’s expiration February 5, there is no longer any treaty capping US and Russian strategic nuclear-weapon arsenals. Rose Gottemoeller was the chief American negotiator on that treaty, and later served as NATO’s first woman deputy secretary general. She says Russia has the "ability to put more warheads on their missiles rather quickly if they want to" but that the bigger concern is a "significant build-up" by China.
