Pakistan says it is open to a neutral investigation into Tuesday’s deadly attack on tourists in Indian-administered Kashmir. It says it was not involved in the massacre, which touched off new military tensions between the nuclear-armed neighbors. Troops from both India and Pakistan exchanged fire along the border for another night.
