BUENOS AIRES—Javier Milei, a libertarian political outsider who pledged to flatten Argentina’s political institution, was elected president Sunday in a serious shift for a rustic buffeted by one of many world’s highest charges of inflation and mounting poverty after years of populist rule.
Milei, a 53-year-old congressman, took 56% of the vote to 44% for Massa with 88% of the ballots counted, the National Electoral Directorate stated.
