The United States is signing new health agreements with African and some Central American countries after withdrawing from the WHO and shutting down USAID. These deals aim to replace traditional development aid. But because each agreement differs, some African governments and civil society groups worry the terms may be unequal and that sensitive health data may not be adequately protected.
