Tensions over Ukraine are rising again. Russia is warning foreigners and diplomats to leave Kyiv — while stepping up attacks and threatening new strikes on the capital.
Europe has responded quickly, with several governments summoning Russian envoys. At the same time, Ukraine is seeking more support, sending top negotiator Rustem Umerov to Berlin for talks with European key allies.
The timing is striking. As Russia raises the threat level on the ground, Europe is stepping up diplomatic and defense coordination – amid signs that the United States may be pulling back from its mediation role.
