A Russia-flagged oil tanker docked in Cuba, bringing a little relief to an island gripped by a severe energy crisis, as Cubans expressed cautious hope. The Anatoly Kolodkin, carrying some 700,000 barrels of Russian Urals crude, arrived at Cuba’s Matanzas Bay at daybreak, marking the first significant oil delivery since the Trump administration cut off the island’s fuel supply three months ago.
