Hato is due to arrive in London in the coming days to undergo a medical and finalise the paperwork on a long-term contract.
Hato has been pushing for the move and asked not be included in the squads for the Como Cup, despite travelling to Italy for the tournament.
The 19-year-old fits into Chelsea’s strategy of signing young developing players on low base wages and on heavily incentivised contracts.
